Ibn ʿĀshūr is one of the reformist Salafi scholars and commentators in the Islamic Maghreb. His firm belief in the basis of the purposes of Sharīʿah caused him to use a special approach in interpretation. The use of mechanisms derived from this basis is such that he is excluded from the pure Salafist commentators, in its usual sense. Ijtihād, rationalism and free thinking of this commentator and not accepting any anti-rational statement, trying to prove the reasonableness of the Sharīʿah and tolerance based on the easy Sharīʿah, are some of the signs that can be considered as one of the commentators in the Islamic Maghreb that have tried to explain the relationship between Salafism, reformism, and new thinking, and after that, by going through the Salafist ideas in the interpretation and under the influence of the basis of rationalism - which its crystallization can be traced in the thought of the objectives of Sharīʿah - it turned to a kind of reformism mixed with all kinds of cautions in the al-Taḥrīr va al-Tanwīr. This article has analyzed some basic components of this reform approach in the tafsīr of this scholar with a descriptive-analytical method and regardless of the personality aspect of the Salafist of the great Sheikh al-Islam of Tunisia; and it has proved that from ibn ʿĀshūr's point of view, authentic Islam is a natural religion and freedom plays an important role in the natural growth and development of humans; therefore, according to him, freedom is one of the most important purposes of Sharīʿah, and according to this matter and the type of view of the verses of the Holy Qur’an, all the people who live in the Islamic land or under the rule of the Islamic system are equal in performing their duties and attaining the same rights due to their presence in Dār al-Islām.
