With the growth of technology and the dominance of social networks, geographical boundaries have faded so much that the inhabitants of the earth are defined as citizens of a small village. In this new sphere, religions are still considered to be fundamental elements left over from tradition, within the body of human societies. In the meantime, sociologists consider the two concepts of tolerance and connivance as borrowed from the common foundations of Western religions and thought, and they believe that social life will not be possible without them. John Locke, as one of the main theoreticians of the idea of tolerance in the West, considers tolerance to be the characteristic of those who have understood the mission of religions and consider everything that is contrary to this mission to be against correct religion. But from the perspective of the Holy Qur'an, the content of the Prophet's mission is based on mercy and the audience of this content is all the worlds. Tolerance in Islamic thought based on the Qur'an manifests itself in the form of kindness towards the inhabitants of the earth, mutual recognition, dialogue, convergence and cooperation with those with different opinions, kindness and tolerance towards them. This research has explained this issue by comparing the definitions and functions of the two common concepts of tolerance and connivance in the thought of John Locke and the Islamic thought based on the Qur'an.
